Jason Smith (R-MO), Chairman of the House Ways and Means Committee, negotiated the bipartisan tax framework with Senate Finance Chair Ron Wyden, introduced H.R.7024 (Tax Relief for American Families and Workers Act of 2024) on Jan 17, 2024, and drove it through the House, which passed it 357-70 on Jan 31, 2024. The finance.senate.gov joint framework announcement (PRIMARY) explicitly lists 'Expand access to child tax credit: phased increase to the refundable portion of the child tax credit for 2023, 2024, and 2025,' confirming the CTC-expansion substance and Smith's leadership role. This is well beyond a single supporting vote (he sponsored, chaired, and led the negotiation), so it fits CHAMPIONED rather than ATTEMPTED.
