Independently re-verified two primary sources. (1) House Clerk Roll Call 91 (H.R. 6, American Dream and Promise Act of 2021, March 18, 2021) confirms Valadao voted Yea; the bill passed 228-197 with Valadao among only 9 Republicans supporting. (2) Valadao's own official House press release (valadao.house.gov DocumentID=82) publicly defends DACA recipients and states his district has more than 7,000 DACA recipients. Congress.gov cosponsor list for H.R. 3440 returned 403 when I attempted independent fetch, but the two verified primary sources establish an unambiguous, politically costly record of genuine supporting action on Dreamer legalization. No permanent legislative solution has been enacted, so the promise remains unfulfilled. ATTEMPTED (not CHAMPIONED) is fair: Valadao supported and cosponsored but was not the driving legislative author on either bill. Applying the same standard to a Democrat with an identical record (cosponsor + dissident cross-party Yea + public defense) would yield the same label.
