Independently verified: H.R. 2725, the Affordable Housing Credit Improvement Act of 2025, is a real bill introduced 4/8/2025 by Rep. Darin LaHood (R-IL) to reform/expand the Low-Income Housing Tax Credit (per Congress.gov bill overview). GovTrack's cosponsor listing for H.R. 2725 explicitly shows 'Tran, Derek [D-CA45, 2025-2026]' with cosponsor date July 2, 2025. Bill is still with the House Committee on Ways and Means and has not advanced. Tran therefore genuinely advanced the promised vehicle (cosponsorship of the specific bill that expands LIHTC) but is not the lead sponsor and the bill has not been enacted — ATTEMPTED is the correct label. Same standard would apply to a Republican cosponsor of a policy bill they had promised: cosponsoring a stalled bill is +0.25 ATTEMPTED, not championing.
