Verified all three prior sources are real and support the outcome. Evans voted Aye on H.R. 1 (Roll Call 190, July 3, 2025, 218-214) - confirmed at clerk.house.gov. IRS Notice IR-2025-121 confirms the OBBB created a nonrefundable federal tax credit of up to $1,700 for individual cash contributions to Scholarship Granting Organizations that fund K-12 scholarships for low/middle-income students, beginning Jan 1, 2027, with state opt-in required. This directly matches the promise's 'donors make tax-free contributions so families can choose the school that best fits their child.' PARTIAL (not FULL) is correct because the enacted mechanism is a donor SGO tax credit rather than a parent-facing Education Savings Account (also named in the promise), is state opt-in, and delayed to 2027. Not CHAMPIONED because Evans was one of 218 GOP Aye votes on an omnibus vehicle, not a lead sponsor of the underlying Educational Choice for Children Act (H.R. 833).
