Independently re-verified both cited sources. The Colorado General Assembly's official page (PRIMARY) confirms Manny Rutinel currently serves as a Democratic member of the Colorado House of Representatives for District 32 (Adams County) — not a member of the US Congress. Wikipedia confirms he announced on January 27, 2025 that he would run for Colorado's 8th congressional district in the 2026 election, challenging Republican incumbent Gabe Evans. The promise is explicitly scoped 'in Congress' — federal ICE body-camera mandates, judicial-order requirements, and congressional oversight of detention sites. As a state legislator not yet seated in Congress, Rutinel has had no genuine opportunity to sponsor federal ICE legislation or convene federal oversight.
