Independently verified both primary sources. (1) Colorado General Assembly page for HB24-1438 confirms Rep. M. Rutinel as a co-sponsor and the bill's insulin-affordability content (transfers insulin affordability program to State Board of Pharmacy; makes manufacturer non-compliance a deceptive trade practice); House passed 45-14. (2) Rutinel's campaign site verbatim: 'I want to cap the cost of insulin at $35 a month for every American who needs it and provide similar benefits for other essential medicines.' The promise is federal in scope ('every American'), but Rutinel is a state representative (HD-32) who, as of Sept 2026, is the Democratic nominee for U.S. House CD-8 and would not be seated federally until January 2027. He therefore has had no vehicle to enact a nationwide $35 insulin cap. His state-level co-sponsorship of HB24-1438 is aligned with the direction of the promise but concerns Colorado's separate program, not a nationwide cap, so it does not qualify as ATTEMPTED on the federal-scope promise. Under an equal standard, a Republican candidate for the same seat with an identical situation would also warrant NO_OPPORTUNITY. Rating held.
