Manny Rutinel confirms he serves as State Representative for House District 32 (Adams County), a state office with zero authority over Medicare, which is a federal program administered by CMS under federal statute. (2) His six 2026-session sponsored bills (HB26-1265 law-enforcement tracing, HB26-1257 massage regulation, HB26-1240 EITC age limit, HB26-1202 homelessness prevention, HB26-1127 fatal-crash reporting, HB26-1054 worker safety) contain nothing touching Medicare or drug-price negotiation. (3) NBC News confirms he won the Democratic primary in Colorado's 8th Congressional District with 62.8% on June 30, 2026, but the general election is not until November 2026, so he holds no federal office at the time of rating. He therefore has had no genuine opportunity to advance or oppose a federal Medicare drug-price-negotiation promise. Same standard would apply to any candidate of any party.
