Verified via primary source (Colorado General Assembly bill pages): Rutinel is confirmed as a House cosponsor (not prime sponsor) on three food-security bills that all became law. (1) SB25-169 Restaurant Meals Program - expanding SNAP to prepared-food purchases; prime sponsors were Sens. Jodeh/Pelton and Rep. Zokaie, with Rutinel among 24 House cosponsors; signed May 13, 2025. (2) HB25-1274 Healthy School Meals for All - referred funding ballot measures for Nov 2025; became law June 3, 2025. (3) HB24-1322 Medicaid Housing & Nutrition Services - feasibility study for nutrition/housing coverage; became law June 3, 2024. Rutinel genuinely advanced state-level food-security expansion as a cosponsor of enacted legislation, meaningfully exceeding ATTEMPTED, but as a cosponsor (not prime sponsor or driving force) he does not meet CHAMPIONED. The federal SNAP-protection half of the promise is largely outside a state representative's authority. PARTIAL at 0.65 is the fair label under a nonpartisan standard - the same label would apply to any state legislator who cosponsored (but did not lead) three enacted food-security bills.
