Verified: extending the enhanced ACA premium tax credits (the ARP/IRA subsidy structure set to expire) is a federal legislative act requiring a vote in Congress. Christina Bohannan is not, and has never been, a member of Congress. She served in the Iowa House 2021-2023 (a state legislature with no jurisdiction over federal tax credits), lost the 2024 IA-01 general election to Rep. Mariannette Miller-Meeks after a recount, and as of Sept 2026 is a candidate for the seat again in the 2026 cycle. With no federal seat during any window in which this promise could be acted on, she has had no genuine opportunity to cast a vote or file federal legislation to fulfill this promise. NO_OPPORTUNITY (0) is the correct neutral marker; it is not a penalty. Same standard applied nonpartisan: a Republican non-incumbent challenger promising a federal action they cannot vote on would receive the same rating.
