Capping insulin at $35/month for all Americans requires federal legislation. Christina Bohannan has never held federal office. She served as an Iowa state representative (85th district, Jan 2021 to Jan 2023), then ran for U.S. House in Iowa's 1st Congressional District, losing to Rep. Mariannette Miller-Meeks in 2022 and again in 2024 (a close race decided by recount). She won the Democratic primary for the same seat in 2026, but the general election has not yet occurred as of September 2026, so she still holds no federal office. With no seat in Congress, she has had no genuine opportunity to cast a floor vote on, sponsor, or otherwise directly advance a nationwide insulin cap. She continues to campaign on the promise, which appears verbatim on her 2026 campaign platform: 'Cap insulin costs at $35 per month for all Americans.' NO_OPPORTUNITY is the correct label; this would be the same call for a candidate of any party who had never held the office needed to act. (The prior rating stated she 'lost' in 2026, which is not yet true — corrected.)
