FEC candidate record confirms Bohannan is a Democratic challenger for U.S. House Iowa-01 in the 2026 cycle (also ran in 2022 and 2024 cycles) — she has never won federal office. Iowa Legislature record confirms she served a single term (89th GA, Jan 2021 - Jan 2023) as state rep for House District 85 in Johnson County — a state office with no jurisdiction over federal Medicare drug-price negotiation policy. Since Medicare drug-price negotiation is exclusively a federal legislative matter and she has never held federal office, she has had no genuine opportunity to advance this promise. The rating would be identical for a Republican challenger in the same procedural position — this is a jurisdictional fact, not a partisan judgment.
