Independently verified all three cited primary roll-call sources via clerk.house.gov: HR 82 Social Security Fairness Act (Roll 456, Nov 12 2024, passed 327-75) Kaptur voted Yea; HR 1 One Big Beautiful Bill Act (Roll 145, May 22 2025) and (Roll 190, Jul 3 2025) Kaptur voted Nay on both. These votes are consistently aligned with the promise direction (support SS expansion, oppose reconciliation package containing significant health-program cuts). Her House site features 'Fighting to Protect and Expand Social Security' as an initiative but there is no evidence she was lead sponsor of a flagship SS/Medicare protection bill during the relevant period, so this reads as supporting votes rather than championing. Medicare privatization via Medicare Advantage continues without a clear counter-action. PARTIAL at 0.6 fits — same standard would apply to any party: consistent aligned votes without demonstrated legislative leadership.
