Verified via WebFetch of both primary sources. Clerk of the House confirms Roll Call 145 on May 22, 2025 for H.R. 1 (One Big Beautiful Act) passed 215-214 with Rep. Ryan Mackenzie (PA-07) voting Yea. His official press release from the same day confirms the bill includes '$69 billion to complete border barriers.' The reconciliation package appropriates substantial funding toward completing the wall — real progress on the promise — but does not literally finish construction, and Mackenzie was a supporting party-line vote as a freshman rather than a lead sponsor, so CHAMPIONED and FULL are both wrong. ATTEMPTED is also wrong because the bill actually passed and funding was enacted. PARTIAL is the correct label under a nonpartisan standard: substantial progress on the promise's direction, but the promise's absolute goal ('finish') is not achieved.
