Independently re-verified both primary sources. (1) U.S. Term Limits 119th Congress pledge signers list DOES include 'Ryan Mackenzie | Pennsylvania's 7th Congressional District | signed pledge' - a formal on-record commitment. (2) H.J.Res.12 (119th Congress, Norman constitutional amendment for congressional term limits) bill text lists 28 named cosponsors and Mackenzie is NOT among them. Signing the pledge is a genuine, verifiable action toward the promise (more than IGNORED), but the failure to back it with cosponsorship of the leading legislative vehicle in his own chamber - or to introduce an alternative - keeps this at ATTEMPTED rather than CHAMPIONED or PARTIAL. The bureaucrat-term-limits component is not addressed by either action. Same standard would apply to a Democrat with a comparable pledge-but-no-cosponsorship record. Confidence 0.55 reflects the mixed evidence.
