ChampionedFact-checker reviewConfidence: 90%

Independently re-verified via WebFetch of both cited Wikipedia articles (both real, live, and accurately quoted). As Oversight Chairman from January 2023, Comer personally led and drove exactly this investigation for roughly two years: he issued subpoenas for the Bidens' bank records (Hunter Biden's on Sept. 25, 2023), held hearings (first on Sept. 28, 2023), secured depositions from Hunter and James Biden in early 2024, was named to lead the formal impeachment inquiry announced Sept. 12, 2023, and released a nearly 300-page report on Aug. 19, 2024 alleging 'impeachable conduct.' He explicitly framed the aim as examining whether Biden 'is a president who is compromised or swayed by foreign dollars and influence' — the promise's exact language. CHAMPIONED (not FULL) is correct because the investigation did not establish the promised finding: per The Washington Post the probe 'quietly sputtered out after no evidence or testimony obtained by congressional Republicans showed that the president was a direct participant in or beneficiary of his family's business dealings,' the report recommended no articles of impeachment, and the promised criminal referrals never materialized. Nonpartisan check: a chair of the opposite party who led an identically thorough multi-year investigation (subpoenas, depositions, ~300-page report) that failed to prove its core allegation would receive the same CHAMPIONED label; no partisan adjustment is warranted.
