Both prongs of the promise were independently verified and both were fulfilled and enacted into law. (1) Sponsorship: James Comer (R-KY) introduced the House companion bill H.R. 5485, the Hemp Farming Act of 2018, on April 12, 2018 (Wikipedia 'Hemp Farming Act of 2018', fetched live).
